Why do we need to participate and make the strike
on 7th Sept,10 called by the Central trade unions a
total success – what are the issues?
Not
having been influenced by political considerations of any kind at any
point of time, this Association, having all along maintained apolitical
line of thinking, is constrained to jump into the strike called by
Central trade unions on 7th Sept, 10 for more reasons than
one.
Fundamental reason that we all have to recognize and accept is that this
government is hell bent upon destroying the very foundations of CPSUs of
which BSNL is an important national institution. The policies of the
government of late do not leave anyone in any doubt that the government
in order to bridge its huge fiscal deficit is determined to play havoc
with CPSUs by offloading its equity in strategic CPSUs, core of Indian
economy. Besides, the government is also pursuing policies to
destabilize CPSUs to eventually privatize them. In this context, let us
have a close and critical analysis of how the policies of the government
have brought BSNL to a brink of disaster.
A)
Abolition of ADC:
The commitment made by the government that BSNL would be adequately
compensated through ADC by private operators for making huge investments
to develop wide spread country wide telecom infrastructure in the
remotest parts of the Country from which it has been getting negligible
returns has not been fulfilled by abolishing this regime and giving huge
benefits to private operators by allowing them to fully exploit this
infrastructure at the cost of incredibly huge investments made by BSNL
without any returns.
B)
Charging of penal interest on the notional loan given by Govt. to BSNL
at the time of Corporatization:
Government has imposed and realized penal interest from BSNL on notional
loan of about Rs 6000 crores that it gave to BSNL at the time of
Corporatization in the year 2000 to start its operations. The interest
that government realized from BSNL is quite huge compared to what the
banks would have charged from BSNL had it taken capital loan from them.
C)
Non payment of USO fund:
BSNL
is being consistently denied its legitimate share of USO funds. BSNL is
highest contributor towards this fund which is now being distributed to
private operators by amending the provisions of the Indian telegraph
act. Government at the moment has about Rs 20,000 crores from USO
fund out of which more than 15,000 crores are contributed by BSNL. This
fund basically meant for growth of landline services is being lavishly
distributed to the private operators to allow them flourish in mobile
segment for which the fund was never meant by amending the Indian
telegraph act.
D)
Paralyzing the growth of BSNL by scrapping tender for procurement of
45.5 m mobile lines in year 2007:
BSNL
which was running parallel to Airtel in mobile segment till 2006-07
started crumbling when its crucial tender for procurement of 45.5 m
mobile lines was scrapped for no reasons. This was the beginning of
losing of its market share due to non availability of equipment in
potential Circles for more than three years and it never recovered the
ground. Today, it has a market share of about less than 12% in wireless
segment due to scrapping of the tender in year 2007. In fact, scrapping
of the tender was the beginning of the grave for BSNL. Even today, BSNL
has virtually no tender on which it can place orders for procurement of
GSM equipment.
E)
Exhausting the reserves of BSNL by arbitrarily charging Rs 18,000 crores
as 3G and BWA spectrum charges from it in complete violation of the
provisions of NTP 1999:
Provisions of NTP 1999 which clearly envisage that BSNL pay a nominal
spectrum fees for entering 2G/3G/BWA segment were completely violated by
forcing BSNL to pay highest bid charges for 3G/BWA spectrum and that too
without giving it an opportunity to participate in the bidding process
that was open to private operators. While private operators were given
unbridled freedom to bid for Circles of their commercial choice, BSNL
was strangulated by forcing it to pay Rs 18000 crores for highest pan
India bid for 3G/BWA spectrum. This shameful act of government is
nothing but to exhaust resources of BSNL to fill its coffers to reduce
fiscal deficit regardless of how it impacts the reserves and growth of
BSNL.
F)
Out rightly rejecting innovative reforms of Pitroda panel relating to
equipment procurement and induction of new management structure for
revival of BSNL:
Not
only have radical reforms of Pitroda panel for revival of BSNL been
thrown to the dustbin by the government and the bureaucracy, but
bureaucracy has finally succeeded in framing and finalizing the
eligibility criterion for selection of CMD/BSNL in such a manner that
gives a great scope for induction of a bureaucrat, even a retired one,
to preside over the destiny of BSNL in such a precarious situation.
Government has made a mockery of the efforts of Hon’ble PM to revive
BSNL by consigning to flames the innovative reforms of the Pitroda panel
constituted by Hon’ble PM that would have considerably helped in turning
around BSNL. Bureaucracy is fast digging the grave of BSNL by framing
such eligibility conditions for selection of CMD/BSNL.
G)
Non resolution of crucial issue of ITS absorption: Non resolution of
this vital issue deliberately by the government for the last more than
five years has adversely affected the growth of BSNL. Government even
today is not at all serious and interested to address this core and
fundamental issue of growth of BSNL. On one pretext or the other, the
issue is being dragged on for the last five years and today a situation
has been created where ITS enjoying everything best of both the Govt.
and BSNL has naturally no interest to get absorbed. This situation is
created by indecisiveness and lack of will on part of the Government.
H)
Serious discrimination met out by DOT to BSNL while implementing telecom
policies:
While total freedom was given to private operators to procure GSM
equipment from Chinese vendors at cheap rates, BSNL was deliberately
restrained by DOT to procure equipment from Chinese vendors in the so
called name of National security thus badly impacting the procurement
process of BSNL and giving huge business advantage to private operators.
It is only very recently when this Association strongly condemned this
discriminatory attitude of DOT towards BSNL that this blatant
discrimination is waived off.
I)
Unpardonable discrimination met out to BSNL by DOT in the matter of
calculation of AGR and payment of license fees on spectrum:
While huge concessions based on the judgments of TDSAT were doled out to
one private operator after another by DOT to pay license fees on AGR
excluding revenues earned from nine telecom activities and payment of
license fess on spectrum at reduced rates, BSNL is even today being
forced to pay license fees on higher AGR(inclusive of revenues earned
from non telecom activities) and higher license fees on spectrum, thus
deliberately depleting its replete resources. DOT has made complete
mockery of level playing field.
What else does the government need to do to completely finish the very
existence of BSNL. Policies of the government have taken BSNL to a point
of complete collapse and disaster. Only the policies of the government,
if we carefully analyze, are instrumental in near total destabilization
of BSNL. Since the strike call given by Central trade unions in addition
to other demands also condemns the policies of the government to
destabilize CPSUs/PSUs to eventually privatize them, of which BSNL is a
glaring example, SNEA(I) cannot obviously be a mute spectator in not
participating in condemnation of the govt. policies to destabilize CPSUs.
That is the core issue. We are not at all going into the debate of
whether the strike has political connotations or not. What we know that
policies of government which have wrecked BSNL need to be vociferously
and unequivocally condemned and since the strike call is given by all
Central trade unions cutting across party affiliations, there is
absolutely no justification in labeling the strike as politically
motivated one. That is irrelevant and absurd as far as issues are
concerned. Besides, Central trade unions are also raising a very
significant demand of introducing a much more improvised and secure
pensionary scheme for employees of Central govt., including CPSUs,
inducted after 1995.
Thus,
Comrades, CHQ of SNEA(I) calls upon each and every Comrade in every nook
and corner of the Country to AGGRESSIVELY AND FULLY participate in the
strike on 7th Sept, 10 to register their strongest
disapproval and condemnation of the policies of the Central government
to destabilize CPSUs in general and BSNL in particular. Make the strike
a spectacular success to get total and committed support of Central
trade unions for our own strike of three days in October, 2010 to
address vital issues of revival of BSNL. |

Circle conference of MP Circle: The open
session of the CRC of SNEA (I) MP Circle held at Deen Dayal Awasiya
Parisar (BJP Karyalaya) Bhopal on 22.08.2010 started from 1100 hours and
went on till 1600 hours, there was a galaxy of great orators. The topic
was “How to revive BSNL and make it a profitable company”. CMD BSNL Shri
Gopal Das, CHQ President Com. SL Reddy, GS SNEA (I) Com. GL Jogi, Ex-GS
Com W Seshagiri Rao, AGS Com AA Khan, CGMT MP Circle Shri RKP Hinduja,
GM (A) MP Circle Shri Prabhash Singh, GM (F) MP Circle Shri GP Verma, CS
AIBSNLEA Shri BS Rajput, CVP BSNLEU Shri BK Parsai and CS SNEA Com S
Dutta Majumdar addressed the open session. Vote of thanks was rendered
by CP Com RK Kshatriya. CWC-II Com PK Jha compered the Open Session.
CMD in his
address emphasized on optimum utilization of present available resources
like spare landlines, Broadband connections etc. to earn
revenue which will help in improving the financial performance of the
company. GS in his address stressed that now it is the high time that
performance of the top officers like CGM , SSA heads etc. should be
evaluated and slowly slowly should percolate down at all levels.
The CRC was
inaugurated on 21.08.2010 at 1100 hours by GMTD Bhopal Shri GC Pandey
and AGS Com K Sebastin in MP Board office Conference Hall.
In the elections
held on 23.08.2010, Com SP Tripathi, Com S Dutta Majumdar and Com LK
Gujar were elected as CP, CS and CT respectively. Com. Dutta Majumdar
was unanimously elected as CS for the third consecutive term.
Com PK Jha, Com
Alok Shrivastava and Com RK Sutrakar were elected as CWC-I, CWC-II and
CWC-III respectively.
Com Sumit Saxena,
Com Santosh Khare and Com Pankaj Rai were elected as ACS-II, ACS-III and
ACS-IV respectively from the BSNL recruitee group.

Central HQ decides to join the one day strike called by Central Trade
Unions CITU, INTUC, AITUC, BMS etc on 7th September, 2010. All CHQ
office bearers, CSs and SSA Secretaries should ensure total
participation in the strike

Reduction
in the Pay of JTOs of 2007 and 2008 batches:
These JTOs were
recruited by notifying 9850-14600 scale but on appointment they are
placed provisionally in E1 scale. As a result, all of them are facing a
pay loss of 4000 to 5000 rupees per month. This is very much
demoralising for the young executives. Assn taken up this serious issue
with DIR(HR) vide letter dated 09.06.2010. To overcome this anomalous
situation, Assn demanded to place them in the pre-revised scale of
9850-14600
or protect their pay as in the pre-revised scale till the
revision of pay scales.
Assn further
discussed with DIR(HR) on 16.07.10 and
DIR(HR)
was very much convinced on the arguments and assured suitable action. As
per the assurance of DIR(HR), now a positive proposal
based on our letter dated 09.06.2010
has
moved from Estt wing to EF section for their comments
. Assn is further pursuing the matter with EF section. |

Meeting
with GM(Pers): AGSs Com A A Khan and Com Sebastin met GM(Pers) and
discussed reallotment to CHTD, TN, KTK, STR and STP. Assn requested for
some mechanism to accommodate maximum Executives as these Circles are
facing shortage of Executives. GM(P) informed that 100% posts in all
these Circles already filled up and further posting may not be possible
in the present circumstances.Further discussions will be held after GS
returns from tour. Meanwhile reallotment to other neighboring Circles
will be processed. |

After persistent efforts of this
association to lift the bar imposed by DOT on BSNL from procuring GSM
equipment from Chinese vendors who are ready to sign new template
agreement for supply of GSM equipment on security consideration, DoT
vide no 10-15/2009/AS.III/(Vol.II/27/83) dated 12th August 2010 allows
BSNL to procure equipment from Chinese venders also. This ban has been
lifted by DOT after more than eighteen months after this association
took up the issue of ending the serious discrimination being met out to
BSNL by DOT with the Hon'ble Prime Minister's office and Union Cabinet
Secretary.
We are satisfied that after continuous struggle and persuasion we could
finally ensure that BSNL also enjoys level playing field in the matter
of procurement of GSM equipment.
Now it remains to be seen to what extent BSNL management exploits this
advantageous position by allowing BSNL to procure equipment from Chinese
venders. Management has to act expeditiously to involve Chinese venders
also in the process of bidding for procurement of 5.5 million GSM lines
if it is really interested that European and American venders do no
indulge in arm twisting when it comes to placement of purchase order for
procurement of GSM equipment.
This Association shall closely monitor the actions of Consumer Mobility
group with regard to procurement of 5.5 million lines specifically in
the context of DOT's positive decision of allowing BSNL to procure the
equipment from Chinese venders.

Hon. High Court, EKM heard the prayer of the affected persons filed on
behalf of this Association praying for vacation of stay grated by Hon.
High Court against the order of Hon CAT, EKM for reversion and the
revision of seniority of 147 SDEs. Hon. High Court didn't extended the
general stay and restricted the stay in respect of the two applicants
alone (K. S. Hegde(MTNL) and R. C. Khuntia (OR)) for a period of
four months. The case will be
heard on merit. |

DPC, b) Transfer of Adhoc DEs promoted in 2008 to their parent Circle --
transfer orders from GUJ, HP, BSNLCO, KTK and QA will be issued in a

J&K -- orders will be issued after consulting DIR(HR), d) modifications
in the promotion order dated 30.06.2010 and 30.07.2010 --- Except
Chennai and TN, modification to other Circles in respect of order dated
30.06.2010 will issued. CHTD, TN, STR and KTK Circles facing shortage of
vacancies as 100% of posts are filled up. However the medical cases will
be further pursued. Modification to AP/KRL circles may be possible. |

We strongly condemn the
deliberate inaction of the CGM HARYANA in not initiating appropriate
action to nail in R.K.Dawra, GM(Infra) Circle office, Ambala for
his established sexual harassment of lady JTO. CGM is taking absolutely
no cognizance and follow up action of the orders of DOP & Trg. based on
the comprehensive guidelines of Hon'ble Supreme Court which clearly
envisage that employer (CGM Haryana) should initiate action under
provisions of Indian Penal Code by approaching the appropriate law
enforcing agencies. What is deplorable on the part of CGM is he is
shielding the culprit by not initiating action to file an FIR in
deference to the guidelines of the Hon'ble Apex Court regarding sexual
harassment at workplaces.
However the
Association is all determined to relentlessly pursue the matter
and ensure that full justice is met out to our innocent comrade by
getting the culprit punishes under relevant provisions of IPC.

Circle conference of UP(East) Circle.
Fourth Circle Conference of UP (E) circle
was held at Chitrakoot on 6th and 7th August, 2010. A grand “Open
Session” was organized on this occasion on 7th August, 2010. Hundreds of
Executives, Non-Executives, eminent personalities/ customers from all
corners of UP (E) Circle attended the Open Session.

GS in his address stressed the need for
change in the work culture and we have to concentrate on the growth of
BSNL in the coming days. GS emphasized the need of introducing
performance measurement mechanism and linking performance to promotions
etc. This performance measurement has to be introduced from top to
bottom ie. from Board level to CGM to GM to DGM to DE to SDE to JTO so
that it will further go down. This will be required for the revival of
BSNL, GS told. He also stressed the need for improvement of the revenue
generation and increase in the market share especially in the Mobile &
Broadband sector. He told that time had come to check corruption at all
levels, otherwise consequences will be dire. He appealed all to
concentrate on quality work and output. We also have to accept this as a
challenge and overcome it as we had already done in the past.

A grand farewell function was
arranged at India Habitat Centre, New Delhi for Shri Kuldeep Goyal, Ex-CMD
BSNL and Shri Rajendra Singh, Ex-Dir(Enterprises), BSNL on their
superannuation. Our new CMD Shri Gopal Das was also welcomed in the
function. It was attended by galaxy of senior officers both from BSNL
and DoT. Shri Chandra Prakash, Member(T) and Shri S.C.Mishra, Member(S)
and Sr. DDG(TEC) attended the function. Shri Rajesh Wadhwa Dir(CFA),
Shri S.R.Kapoor ED(F), Shri Talwar ED(NS) along with the other senior
officers like GM(Estt), GM(P), GM(SR), GM(Trg)GM(Admin), GM(Rect.)
and Sr. GM(Legal) were also attended. Com. A.A.Khan, AGS presided over
the function and also gave vote of thanks.
Our GS Com. G.L.Jogi in his key note address, stressed that
measurement of performance is the key factor for progress of BSNL. It is
high time that performance should be measured at all levels. Ex-CMD Shri
Kuldeep Goyal in his address mentioned about various initiatives such as
CDR, ERP and restructuring of BSNL by giving more stress to sales and
marketing, enterprise business that will bring additional revenue in the
coming days. Shri Rajendra Singh in his address emphasized the
need for purity data such as number of connections , plans etc. which
will help management to plan realistically. CMD Shri Gopal Das stressed
for working in unison to bring BSNL out of the present crisis and take
it to glorious heights. Our AGSs Com. K. Sebastin, Com. D.D.Bansal, Com.
Pallab Bose CS UP(E), Com. Sanjeev Sharma CS UP(W), Com. Dahiya CS(HR),

Meeting with CMD/BSNL, Sh. Gopal Das, on 5th Aug.,10.
New CMD/BSNL, Sh Gopal Das, called both
SNEA(I) and AIBSNLE A to impress upon both the Associations to urge
their membership to get fully involved in expeditious and successful
implementation of some of the following important projects which have
the potential of generating considerable resources.
A) Rs
1650 crore Rural broad band project funded by USO:
Rs
4500 subsidy for each broad connection for installation and Rs 90 per
month for maintenance shall be provided. Additional Rs 4500 would be the
subsidy for procurement of PC for each broadband connection.
B) Rs
1600 crore broad band project of Ministry of HRD:
All 20,000 private/govt colleges have to be provided
20 broadband connections each for a period of three years – 10 in the 1st
year and 5 each in 2nd and 3rd year. In addition,
419 private/govt. universities have to be extended 1GBPS broadband
connections.
C) Rs
880 crore DIT project:
Total of 1 lakh CSCs (kiosks), each kiosk catering
to 6 villages, covering 2.4 lakhs, have to be provided. Out of this,
77,000 CSCs are ready and have to be connected through ADSL II and Wimax.
Out of total 1 lakh connections, 30,000 are to be extended on ADSL II,
64,500 on Wimax and 1500 on DVDO.
D) Rs
14,600 crore optic fibre project to connect 2,50,000 Gram Panchayats:
In the first three years, 2 mbps and in next two years
100 mbps connectivity is to be provided. Laying of optic fibre to
provide broad band to 2,50,000 gram panchayats will be funded by USO.
The success and the
swiftness of implementation of these highly ambitious projects having
enormous potential to generate huge resources to turnaround BSNL depends
entirely on the level of commitment and dedication of JTOs/SDEs and DEs.
If we really mean business, these projects can be accomplished well
within the stipulated time frame. We do not have to look around for
excuses to justify our failures and delays. We have had enough of them.
We have to single mindedly and wholeheartedly get down to the
challenging task of completing these projects well in time.
We thus make
a fervent and impassioned appeal to our members throughout the Country
to fully seize this great opportunity to place our beloved Company on a
sound financial platform. We have fully assured CMD that our members
will burn midnight oil to achieve the set targets and we should mean it
and take it as a great challenge. We are confident that we will come up
to the daunting task and reciprocate the gesture of CMD in promoting TES
Gr B to STS on a massive scale. This is the time that we have to give
our very best to the Organization and not look back till we reach our
goal. We have to pass this litmus test. No excuses please.

Great
tragedy at Leh – Huge loss of life and property at Leh due to flash floods –
BSNL exchange washed away. We all pray to the almighty for safety and well
being of everyone trapped there. Rescue operations by the Army are in full
swing. As far as our knowledge goes, so far no casualty is reported from
BSNL. We greatly admire the courage of BSNL family at Leh in facing this
catastrophic situation. |

Clarification
dated 30-07-2010 on LDCE for promotion from JTO to SDE -- blatant violation
of the statutory Recruitment Rule provisions reg. As per the clarification
No. 2-29/2005-Pers.II dated 16-4-2007, it is mentioned that the relaxation
under column 12 Note 5 of SDE (T) RRs 2002 is applicable for LDCE also.
Immediately withdraw the item 1 of the clarification dated 30.07.2010 since
it clearly amounts to violation of provisions of RRs and clarifications
issued subsequently. Besides, concerned officers may be sternly warned to
desist from fiddling with the provisions of RRs since these provisions are
sacrosanct. Fiddling with RRs is fundamental reason for stockpiling of huge

August,2010. More than 500 Comrades participated. Besides, GS BSNL EU
and GS/AIBSNLEA, other prominent state leaders from CITU and activists
addressed the convention.Later in the evening, GS addressed a well
attended GB meeting of Guwahati SSA in which he elaborately explained

Editorial: Linking career growth
exclusively to stringent performance parameters key to revival of BSNL –
Send non performers home, begin with ITS.
Time is just ripe enough for everyone to
initiate a serious and brainstorming debate on introducing radical
measures to link career growth very very closely and exclusively to
performance.
Stringent performance evaluation parameters having inbuilt
and foolproof measures eliminating scope of manipulation must be
introduced put in place a formidable and sound mechanism of performance
evaluation on which career growth should be exclusively based.
Gone are the days
when promotions used to be for all and sundry, regardless of whether one
performs or not. Even in central government organizations, where
viability is not at all an issue, a very strong emphasis is being laid
on performance. Outstanding performers in BSNL need to be motivated
in an equally outstanding manner, whereas non performers need to be sent
home as fast as possible. Achieving this should command highest priority
of the top Management. Tragically,
in BSNL non performers heavily outnumber performers and both are
ironically placed on the same level.
However, all
this has to start from the top to enable it percolate down quickly.
Talking of linking performance to
career growth is undoubtedly and unquestionably just the need of the
hour to rescue the organization but it has relevance and meaning only
when everyone is part and parcel of this new performance scrutiny While
loud talk to introduce stringent performance measures to regulate time
bound promotions for JTOs/SDEs/DEs etc is just apt and right,
but not
just muttering a word of how to deal with hundreds and hundreds of non
performing and incompetent GMs/CGMs is ridiculous and clearly implies
that management is not serious to introduce this basic and urgently
needed reform of linking career growth to performance.
Management’s failure to get adequate
support of the workforce to introduce innovative and key reforms on HR
front basically stems from its deep rooted obsession that ITS has come
straight from the heaven and hence their performance does not need close
and stringent scrutiny. Management shall get thumbs up support from
every nook and corner to speedily enforce crucial HR reforms if it gives
up its parochial ITS thinking and broadens its approach.
Management’s narrow vision was
clearly manifest in its recent move to have a fresh look at staffing
norms of executives. While everyone in the Company recognizes and
accepts the need to prune manpower size in the company at all the
levels, but restructuring head somehow feels that JTOs and SDEs need to
be drastically sized down whereas already bloated size of GMs and PGMs
angels as they are born in heaven requires further bloating, no matter
even if the organization explodes. This makes fun and mockery of the
entire system and erodes the credibility of even those in the top
management who are not guided by narrow ITS considerations and mean
business in honest and real terms. The objective also gets defeated.
Yes, immediately
linking career growth exclusively to very stringent performance
parameters is the absolute and crying need of the hour in the
Organization. The success of introducing these reforms lies in how
quickly narrow considerations of ITS are shed while drafting crucial HR
policies and bringing ITS within the domain of closely linking career
growth to performance.
Management will get unbelievably terrible support
from this Association to introduce this key HR reform as fast as
possible for such a move has huge potential of turning around the
Company, besides heralding beginning of good times in BSNL.

News highlights -- July 2010.

Government constituted a six-member search-cum-selection committee for
the appointment of CMDs of BSNL and MTNL. The committee will be headed
by the Cabinet Secretary, Mr K.M. Chandrasekhar. Other members are Mr
Shantanu, Consul, Secretary, Department of Personnel; Mr P.J.Thomas,
Secretary, Department of Telecom; Prof Ashok Jhunjunwala of the Indian
Institute of Technology, Chennai; Prof Sameer Barua of the Indian
Institute of Management, Ahmedabad; and Prof N. Balakrishnan of the
Indian Institute of Science, Bangalore.

unanimously resolved for 3 days countrywide strike from 19th
to 21st October, 2010.

Adhoc STS promotion orders for 1679 SDEs issued on 30.06.10 vide No.
412-12/2010-Pers –I dated 30th June, 2010.
OC -- 1308 (upto sen no. 15299), SC -- 286 (upto sen no.
16221.1) and ST -- 85 (upto sen no. 24491). 149 SDEs out of 1679 are
posted outside the Circle mostly due to shortage of vacancies. Subsequently 34 SDEs in the missing list also
got promotion taking the total figure to 1725. Congratulations to one
and all.

Adhoc STS promotion to another 1100 SDEs are
expected in a couple of days.
·
Regular promotion of about 2500 Adhoc DEs to
regular DEs are under process. ACR and VC from most of the Circles
reached BSNLCO and the orders are expected by August end.
·
Finalisation of vacancy position of SDE(T)s
based on roster particulars are in the final stage. ACRs and VC will be
called shortly.
·
BSNL issued orders vide No. 20-Misc/2008/Pers-IV
dated 19.07.2010 for retention of old HRMS no for the TTAs who applied
for JTO post as dept outsider through proper channel. Earlier vide order
No. Misc/2008/Pers-IV dated 23.06.2010, BSNL extended other facilities.

BSNL issued orders vide No. 1-13/2010-PAT(BSNL)/
encashment of HPL dated 01.07.2010 for encashment of HPL against
shortfall in E/L of 300 days.
·
BSNL issued orders vide No. 1-10/2010-PAT(BSNL)/Comp.Trans.Grant
dated 01.07.2010 for the payment of Composite Transfer grant in the
revised pay w.e.f 29.02.2009.
· BSNL issued orders vide No.
1-10/2010-PAT(BSNL)/Transport Allowance dated 01.07.20100 for grant of
transport allowance to the employees having official accommodation
within one KM of office.
·
BSNL issued orders vide No.
1-33/2008-PAT(BSNL)/dated 01.07.2010 revising the training allowance
from 7.5% to 11%.
·
BSNL MS R/R amended in the case of promotion to
EE/Arch in Civil/Elec/Arch etc wings.
·
ACR and VC called for the regular promotion to EE(C).
·
Hon. CAT, EKM in a land mark judgment directed
CCA, Kerala Circle and DoT to pay the pension on "the actual last 10
months average pay drawn by them" and "make payment of consequent
arrears along with 9% interest" in the case of pensioners who exercised
deferred option. Association is impleading in the case at Hon. CAT,
Kolkotta on the same issue.
· The case at Ernakulam CAT against the
restoration of seniority of 1966 SDEs dismissed. Association impleaded
in the case and strongly pleaded for the restoration of their original
seniority.
Meeting with Senior officers of BSNL /
DoT.
·
GS and AGS, Com Sebastin met Member Services/DOT
on 21.07.10 and held Extensive discussions on the following three
crucial issues a) Option to continue in CDA scale up to the date of
promotion/retirement, b) Cabinet note on pension revision and c)
ITS absorption.
· JAC leaders met CMD and DIR(HR), BSNL on 20.07.2010 on 78.2% IDA merger
issue. JAC hopeful that the issue will be resolved by this month end.
·
GS, AGS Com. Sebastin met DIR(HR) on 16.07.10 and discussed a) Pay scale
of JTOs of 2007 and 2008 batch, b) Modification of Executives posted
outside from STR and CHITD on their promotion to STS, c) Expediting
regular promotion to STS and remaining Adhoc promotion to STS
· Association held discussion with the committee constituted for Change of
designations on Time Bound Promotions in continuation of the earlier
written agreement to give separate designations on TBP. GM (SR), GM (Estt),
GM(Pers) and GM(Rest) were present in the meeting
· GS along with both the AGSs had a discussion with Director (HR) and GM
(Personnel) on 30.06.2010 regarding issuing of promotion orders from TES
Gr B to Adhoc STS. From our side, we reiterated our stand that the
roster provisions should be fully complied with while issuing the
promotion orders.
